Interior secretary Ken Salazar also said that the administration plans to declare a new moratorium within a few days that would contain additional specific justification to impose the ban.

It had to happen eventually. BP plc (NYSE: BP) and Anadarko Petroleum Corp. (NYSE: APC) are now battling over the extent, if any, of the non-operating partner's share of the damages resulting from the oil well that is now leaking at least 40,000 barrels of oil a day into the Gulf of Mexico. Anadarko owns a 25% non-operating share in the well, and Japan's Mitsui and Co. Ltd. owns a 10% non-operating share. Transocean Ltd. (NYSE: RIG) owned the semi-submersible rig that exploded and ultimately sank, but it had no stake in the well's production.

BP Debt Rating Downgraded Severely By Fitch

Fitch Ratings service has dropped its credit rating on BP plc (NYSE: BP) a breath-taking six notches, from 'AA' to 'BBB' this morning, and put the company on negative watch for additional downgrades. BP debt is now just two ticks above junk. According to Fitch, the ratings change is the result of the demand from the Obama administration that BP set up an escrow account to pay claims arising from the blown-out Macondo well.
