Argentina is facing a tampon shortage and no one knows who to blame.

The tampon shortage in Argentina has made it difficult for women to find the hygiene product on store shelves. The exact reason for the shortage is unknown. The government is blaming businesses and says they’re trying to drive up prices. However, businesses are blaming the shortage on the government being slow to allow import permits on the item, reports the Associated Press.

Johnson & Johnson (JNJ) is one of the main providers of tampons in Argentina. The company says that the tampon shortage isn’t affecting the overall product, but that it’s instead causes shortages for the most popular sizes. The shortage isn’t likely being helped by people who are stocking up in fear of running out, the Associated Press notes.

According to the PanAm Post, eight out of the 10 retail locations are out of tampons. The tampon shortage started in 2014, but its only recently that the product has become really hard to find.
