According to Facebook, it’s tracking of non-users is part of a bug in the company’s service. This bug places cookies on non-user’s devices. The social media service claims that it’s currently working to fix this issue, reports The Guardian.

Facebook’s clarification on its tracking of non-users comes after a report listed several things the company does that it said it doesn’t. It also disputed the report’s use of the word “tracking”. Instead, the company claims that it gets “web impressions” from users when they aren’t logged in, The Guardian notes.

“Our practice is not to place cookies on the browsers of people who have visited sites with Social Plugins but who have never visited Facebook.com to sign up for an account,” the company said in a press release.
