North American Energy Partners (NOA) ratings are on the decline this week as the company earns an F (“strong sell”). Last week, it received a D (“sell”). North American Energy Partners is a resource services provider to oil and natural gas, and other natural resource companies, with a primary focus in the Canadian oil sands.
